Tôkio correspondent of the "Times" points out on the 29th December that China is explicitly pledged not to build any line prejudicial to the interests of the South Manchurian Railway, whether parallel to it or in the vicinity, by a clause of the Protocol attached to the Sino-Japanese Treaty of 1905.
